I believe you said you cloned this System. Perhaps you forgot to add the XPF stuff to the volume? Each individual volume must have XPF "installed" onto it separately. Also, sometimes the XPF files can become corrupted or bad. My recommendation is to "uninstall" XPF from the volume and search out the couple invisible files that are usually not deleted and delete them (search "XPF" with the "invisible" trait checked). Then reinstall "everything" to the volume you can't boot and try again.
