If there is a folder with a question mark, it can't find a system
folder.  Not sure about just a blinking question mark, unless it means

Snow Leopard?  Won't work on a G3 or G4.

Sounds like the 'boot selector' screen that appears when you start up
with the Option key held down.  It should be showing bootable disks (or
is it System Folders?). The circled arrow refreshes the screen; the
arrow on the right will boot the highlighted drive/folder.    Sounds
like, failing to find a system (bootable by the particular hardware) on
the DVD, it's going into this boot selector screen.

What system is on the Disk Warrior CD?  Could be that the optical drive
is dead.

'no operating system installed' - That certainly would explain your item #1.

I would certainly try that before going back to the seller, assuming
that you have a system installer that is compatible with the iBook.  
Since your G4 tower is running a compatible system, you could clone that
to the iBook drive after formatting it. Make sure you check out the
optical drive, too.
