Was given a Lombard in pristine, newly set-up, never used condition
when it was the spiffiest thing on the Apple offering. And promptly
packed it way until yesterday. Long story, huge oversight.

Would like to give it to my mum to learn the ways of laptops but it
needs some updating:

Just ordered a new battery.

Has a DVD-rom but no IDVD program. Has 10.2 currently OSX. I read on
lowendmac that OSX doesn't support the Lombard DVD and that I should
boot earlier OS. Anyone can confirm or educate me?

I believe OS X doesn't support playing VIDEO disks from the DVD drive. It's actually the DVD decoder (either built into the motherboard or the PC Card) that isn't supported. The DVD drive itself works just fine. You can try using Video LAN Client (VLC) to watch DVDs but odds are the performance will be inadequate.

SCSI card is what I need for wifi, right? Or will a new, 32 bit (Card
Bus?) provide faster connection? But I need 10.4 for Airport express
to recognize.

Not SCSI. With OS X your best bet is a CardBus card with the Broadcom chip set (you can check online for which cards are). It is directly supported by the Airport software which is the easiest way to go. You could also get a USB adapter. This isn't as good a solution, you need to remove the USB adapter when you put the computer in a bag and third part software is, as far as I've seen, yucky.

Any thoughts or help would be hugely appreciated! The Apple tech
today gave such a brush-off that I couldn't help but think he just
wanted me to buy new. But I love the tactile feel of this computer
and think in it's simple, update form could be a great laptop.

Yes, they want you to buy a new computer and very likely they don't know squat about such a (relatively) old machine.
