I would check the pins on big connector  on the CPU card to make sure none are 
bent or anything like that.  When you swap the CPU are you swapping the memory 
back and forth?  It might be the RAM that's the problem.  In either case try 
using just one RAM SODIMM (and switch them around too).

And make sure the CPU card is pushed in all the way (that's the most common 
problem with Wallstreet CPUs)
