Yes. Nothing I try to do has any effect. If I replace the CPU with a
233/512k or a 266/1M it boots up just fine.

I had a similar problem when I changed Processor Cards in a Wallstreet.
The problem went away when I pressed FIRMLY down on the card until it
clicked into place. It takes much fore force than I would have expected.
