If you're connected to the pismo in target mode to a PPC mac with a working CD/DVD you can try installing 10.4 on it via target mode or restoring the backup again that way. I suspect the inability to boot from the optical drive on the pismo is a different issue; as I recall the model used in a lot of them was prone to failure in just this fashion. Mine did, and I ended up replacing it. (I was able to use a slot-loader from a dead G4 TiBook.
