I doubt it, but it wouldn't hurt to try. The symptoms point to a bad battery, logic board failure or power supply failure.
Corrupted PRAM can cause various problems but I've never known it to prevent start up. The other thing to try is to unplug the power and IDE cables from all drives, remove the memory, remove any daughter cards except one video card and unplug all cables except video and power then try booting.
