Starting with a bare bones system is good. After reseating necessary cards,
memory & cables, boot in safe-mode (hold SHIFT during start-up) and then run
checks on the drive.
Do you have an extra video card handy? I've had the cooling fan fail and
killing the video card. If yours has a fan, check that is is clean and spins
freely. Blow out any dirt & dust with some compressed air.
Take anti-static precautions when working with your gear.

I doubt it, but it wouldn't hurt to try.
The symptoms point to a bad battery, logic board failure or power supply
failure.
Corrupted PRAM can cause various problems but I've never known it to prevent
start up.
The other thing to try is to unplug the power and IDE cables from all drives,
remove the memory, remove any daughter cards except one video card and unplug
all cables except video and power then try booting.

Newish battery? Can you check it's voltage (it should be more than 3V).
With a DA you can run it without the battery (IIRC). Try removing the battery
and see if it starts.
