OK - had another go. My problem was that I'd booted into OS 9 with 
extensions off (I think Adobe Type Manager was hanging the system). 
If you do this, the 'Function Key' button is missing from the 
Keyboard control panel - weird. I rebooted with 'OS 9 Base' 
extensions and it came back. I still haven't got my OS 10.2 f-keys 
working my way but I'm on the right track now (I hope).
