I setup a Linksys router for my neighbor with a cable modem, and the problem was the caching of the MAC address in the cable modem. You need to power up the router before your cable modem -- if the modem can't contact the "computer" or in this case the router on powerup, it uses the MAC address from the last time it was powered up. This MAC address mis-match might be what is causing your problem.
