Video RAM can not be upgraded in PowerBook [or PC Laptops], its soldered with the video controller and has no extra sockets or solder points for more to be added.
Mac OS X has no video RAM requirements, version 10.2 however includes a feature called Quartz Extreme. Quartz is the graphics rendering engine in Mac OS X. Quartz Extreme is the evolution of this rendering engine and is included in Mac OS X v.10.2.x, Quartz Extreme requires 32MB of video RAM and an AGP video system based on a Radeon, GeForce 2MX or higher. This does not mean that 10.2.x will not work on lesser systems, in fact it works great, I am running 10.2.3 on my Pismo G3 400 with only 8MB of video RAM and a Rage128 mobility chip and it works terrific, much better than 10.0.x or 10.1.x. Does my Pismo do Quartz Extreme? No, it won't. Some people have applied software hacks to make non-Quartz Extreme systems run Quartz Extreme, such as Macs with PCI based graphics systems, like Beige G3s and Blue and White G3s or Yikes! G4s. Same with AGP Macs that don't have enough video RAM, like your iBook. There is a trade off though, Quartz Extreme is only designed for some systems and its because it needs it. Quartz Extreme needs a lot of power from the graphics system and if your system doesn't provide it [like my Pismo or your iBook] then it chokes other things, you get some of the benefits of Quartz Extreme but you get slower over all system performance.
