I think he means that If CD sound files are the norm (and lossless), then
AAC (better sound normally than MP3) and MP3 are copies of the norm that
save size of the resulting file for exactness (quality). So "lossy"
formats like these can never sound as good as the original, only get
closer or further away. 
So even as AAC is better (in theory at least) than MP3, the CD you burn
from the AAC files won't sound exactly as good as the original CD if you
had bought it instead. The idea is that may be good enough. That's Apples
core idea, isn't it?

Now, if you make a copy in lossy format from a copy, obviously you are
getting further away from the norm, which in this case may be the CD
sound files. 

To add harm to injury, even CDs are in some way lossy compared to the
originally recorded music, but let's not go there now as it's too painful
