This actually occurs on my G3 beige I have an account with paypal, which I used to use all the time...then for a while I didn't need it. Something must have changed with your site because now it won't load all the way, with the same settings on my same computer. I mean I get the header but none of the options. It is really frustrating, as I want to set up an ebay store for a little business here and there.
I can see the login icon on the left side I click there and go to a screen w/headers and my login and password blocks next screen...just the headers again with send money, pay money etc so I select send money... next I get a full screen with all the blocks for seller's address, what kind of purchase etc...even the text message block... and hit continue or whatever... it goes to secure screen mode and blank again... just the main headers and Log�Out�|�Help no thing else like what account I would transfer funds from etc. I can't even get the contact us page to load to ask PayPal whatssup! If need be can anyone contact me offlist to help me fix this, its probably something wrong with my settings...other websites load just fine.
