It's always good to erase a HD when you want to start from scratch. If you
already backed up all files/folder/applications from your old HD to the new
one, you can erase that HD completely with Apple's Drive Setup (make sure you
select in the Options there 'MacOS Extended'). You  don't even need a system
folder on that drive since the Mac uses the system folder on your new drive.
After erasing you can copy back your editing programs and games onto that 10
gig HD. Than install VirtualPC on it. And other apps/games if you like.

Ron check your Extensions folder and see if the files 'External File System'
and 'High Sierra File System' are loaded (the names may vary, I just translated
them from Dutch).
Otherwise re-install them of copy them from your older system folder.
