Actually, Note Pad is an application. An incredibly simple text app. When you copy/cut text or an item from any application or from within the finder, it temporarily resides in the clipboard until it is replaced by the next copy/cut command. So if you copy or cut text from within the Note Pad application, it is temporarily stored in the clipboard. As far as why the paste command is grayed out, I'm afraid I don't know the answer.
