What version is your Startup Disk control panel?  Open it, then choose
"about Startup Disk" from the apple menu.  It should be Startup Disk version
9.2.3.  Also, is the 20GB HD set as the Master drive?  If it isn't, I can
see why.  IIRC, in order to boot from a IDE HD with OS X on it, the HD has
to be the master drive.  In order to change between master and slave you
move the jumper on the HD, there should be a diagram that came with your
drive that says where to put the jumper to make it slave or master, etc.
