The part that most often dies in the 1710AV is the Main Deflection Board
(Apple Part # 661-0910).  Nearly impossible for a layman or techie to repair.
You need a serious soldering station.  The replacement cost of the board is
$250.  Which means...go buy a new monitor and toss the 1710AV.
