it sounds more like a deflection problem, probably either a problem with the connector for the yoke (those copper windings on the crt neck) or a deflection coil temporarily opening (they do that sometimes, there are a top and bottom coil for vertical and a left and right for horizontal, they work together but have the most effect when the beam is on the corresponding part of the screen, i.e. the "top" winding has the most effect on the top of the screen, although the lower coil still has some effect). it could also be a cracked solder joint or similar problem on the circuit board. doesn't sound like a degauss related problem. it shouldn't hurt anything other than the monitor, and like most problems will likely get worse but as long as you can tolerate it it's not a problem.
