I have a HP Deskjet 840c and the same happens to me.
Even more, if I try to print a document and the printer is off, it
gets automatically switched on.
The printer specification on Power consumption says:
5 watts average maximum when off
5 watts average maximum non-printing
25 watts average maximum when printing
So I suppose that "off" doesn't really means off and only the
mechanics goes to a stand-by position.
Because all those devices without real power switches, I have
installed a real main switch to interrupt the power to my Mac and
peripherals
