actually, that's typical and apple is actually allowing more overlap than normal. normally newer machines won't boot with older versions of the same os due to hardware changes. for example, the g4 i use, a 733, one of the first 733, purchased last year won't boot in anything lower than 9.1, 9.0.4 is out, i wanted to try it but it simply will not work. it's good they are leaving classic support in, for the programs that haven't migrated to x yet, it also means 9 isn't totally dead yet. i haven't tried x but plan to as soon as i can, having used unix long ago i'm sure i'll love it and never look back. those of us with older machines are familiar with the software problem for older machines, i've got an 8100 and several older machines on down to an se and can tell you that newer versions of programs rarely work on an older os even if the machine has enough ram and a fast enough processor. it's the blinding pace of obsolescence in the computer world, i agree it's a problem, but i don't have a good solution.
