I just posted a fix for this in another post, but it's buried.

Run Classic from Jag, and it should tell you it wants to install 
resources in 9.2.2 (or 9.2.1 etc). If it doesn't, remove the Startup 
Disk control panel from 9.2.2, and re try Classic. Once the resources 
are installed, you should be able to use the Control Panel ok. keep an 
alias to it on the 9.2.2 desktop for convenience.
