OS X won't use half a gig of RAM just for the operating system. It works just fine on a new eMac with 128 MB, though you'll want much more than than unless all you do is internet and AppleWorks.
OS 9 won't use that much, either, unless something is screwy. Compare your VM, disk cache and RAM disk settings, one G4 to the other.
