John, I just had something similar with a beige model running 9.1. No startup chime, no alert sounds, everything "muted". Went to the Sound control panel and every time I tried to change the volume the slider would move, and then jump back...alert sounds couldn't be changed either. What was cool was that the speaker-test pane ("Output" I think it's called), where in OS 9 you can alter the L-R balance, there were like half a dozen unmarked sliders that all moved! It was as if it thought it had 5.1 or 7.1 surround built-in, kinda.
So I trashed the Sound prefs, restarted and that fixed it. Guessing that's why Paul's was fixed when he replaced the OS in his situation.
