The problem is that there isn't one. I had a crescendo PCI G4 update running in my Powermac 9600, and while OSX reported it correctly as a 400 MHz G4, 9.2 was WAY off base, giving me readings anywhere between 233 (The original machine speed, pre-upgrade) and 450.

Besides, 1MHz is really nothing, in the scheme of things.

You say that your HD spins faster in 8.6, which is odd, but I am tempted to believe that it is just, in fact, accessing the disk more, because disk access was one of the huge improvements in OS9, by my experience. This could make the drive sound as if it were spinning faster.
