In my last go round with this type of issue is was the just the right magic combo of supply/cuda reset/supply type jumper settings.
What would happen is you would start the box and it would seem like it clicks but shuts down immediately. Holding the power key would seem to want to bring it up but no.
That one actually was a bad supply but getting the new supply to work required futzing around quite a bit with supply/cuda reset/supply type jumper settings.
No, the PSU fires up. It's giving power to all of the molex connectors, though I have to say that I have not checked to see if it's powering the logic board.
