Actually the flasher app used to refuse to reflash the PC based 7000 cards
up until just under a year ago. Up until that time, the flasher would check
the ID of the card and only flash a Mac based card.

About a year ago, ATI released a flasher that conflicted with a driver
(Kensington mouse?) that caused it to crash half ways through the flash
programming. They had to re-release a version that would re-flash if the
flash was corrupt. Hence, PC based cards can now be easily reflashed.

Before that, the easiest way was to pull the flash chip and program it
manually.
