You did not say which version of DiskWarrior you are using. But, if you are using version 2, there are a number of System Folders on that CD, that make it work with a number of OSs. Try the following:
1 - restart while holding down the "C" key
2 - as soon as the "happy Mac" appears, release the "C" key, and hold down the "3" key
3 - as soon as the "Welcome to Mac OS..." appears, release the "3" key


That should make it boot into the System Folder for OS 9.1
