Since I haven't taken my beige's psu apart yet, but have taken dozens of pc psus apart, and they ALL had a fuse, I think it would be safe to assume that yours has one too.
As for the fact that this is your first time working on a mac, you shouldn't find it hard at all. The base components are the same between pc, mac and most other systems. Although, fuses don't just up and die for no reason. So if you opened your psu, and the fuse was blown, chances are if you replace it, it will just blow again, if not allow something else that's not functioning properly to possibly fail more, and potentially burn out other components. If you are comfortable working on PSU's, then this shouldn't be a challenge. Suggestion would be to get another PSU and test it in your machine. If you can't get another psu, take yours into an electronics repair shop, like a place that works on monitors or tv's/vcr's etc and see what they can do.
