Do you have the iPod updater s/w on the PC? You should have iPod updater 1.3:

Since this is the same version as the 1.3 s/w you have on your Mac, it should be able to update the iPod. It sounds like you may have iPod updater 1.2.6 on your PC and it's complaining because it's an older version than the 1.3 on your Mac (when you run it, it updates the firmware). So, go ahead and format the iPod. Get 1.3 on your PC, if you don't already have it. After formatting the iPod run the updater. It should then become an iPod again.
