A few months ago I started getting random finder restarts. I thought

last night it conked out completely. Just spins on the apple screen
at restart. When trying to reinstall system I get install failed
error. ARRGGH!

That would be my first guess, considering you've completely replaced the filesystem.

I'm guessing since you're mentioning repair permissions, that you're running OSX. You could try installing the 10.2.8 combo updater again, but I'll bet the problem comes back.
