If their e-mail program (the folks you're sending to) don't have the font
that you composed the e-mail with, it'll do it's best to substitute with a
font that they do have. That's why they're seeing the question mark, instead
of the proper characters. I'm also guessing that the question marks they see
are more like a small picture, where a character should be, but then I'm
only going by what I've seen in Entourage (2001 & X). Try setting your
e-mail program to it's default text, and see if that don't help. If not,
they've got a preference set, on their end.
