That's almost certainly an IE problem.
Try Safari, Mozilla, or Firefox (nee Firebird, the standalone Mozilla Browser ... I've been using that for a couple of days now and like it very much so far)
Your tech guy is only partially right, and if he didn't know well enough to ask if you were running OS X or OS 9 he's likely clueless about Macs, so I'd take what he said with a case of salt.
On pre-OSX Macs, Java was a problematic thing, as apple never supported any but early versions of the language, but under OSX it's far more standardized and stable. Java apps run better under OSX than they do on a PC, and OS X supports the very latest versions of the language.
