I put the problem on the CCC forum and got the canned suggestion to zero the target drive and a few other ideas like making sure the drive has its latest firmware update(!) I guess they are looking for bugs and want the process done in the cleanest possible way.
It's cloning at home as I write. We'll see. I did an easy and working clone in 10.2.8 once so this problem surprises me. CCC says it works on "supported" computers.
