B&W startup panic

[Rick Barrett]

G3/450, 80GB Seagate  master, 120GB Seagate slave, OS 10.3.4 on both 
drives, TTP3 just rebuilt both directories, all seems great with TTP 
CD in place, restart results in gray screen with flashing question 
mark folder, followed by apple (no clock), soon followed by a 
white-on-black text message displayed above the apple as follows:
