This limitation only applies if you're using the onboard IDE controller.  If
you put in an add-on controller (highly recommended, as the built-in
controller is dog-slow), you can make your X boot partition as large as you
want.  I put a 60GB IBM Deskstar 60GXP (hand-me-down from one of the x86
boxen) on an UltraATA100 controller and set it up with one big partition to
hold both 9.2.something and 10.2.8.  The faster controller makes a big
difference in performance with modern drives...the 60GXP has a peak transfer
rate somewhere around 40-50 MB/s IIRC, but the beige G3's onboard IDE
controller is only good for about 16.7 MB/s.
