I had the same problem. Try cleaning your internal drive. If that doesn't work, it's time to replace it.
I replaced it with the pioneer DVD107D. Boots fine and works fine including dvd movies.

I have a DVD-RAM drive (stock Apple) in a G4 Sawtooth that will mount CDs, but will not boot from CDs or mount DVDs. It is a new machine to me that the previous owner says booted fine, but it does not boot presently. I have not successfully booted with it. I know it DID mount and play movie DVDs, but currently does not.

I'm not dead in the water because an external FW Pioneer CD-RW/DVD-RW drive does boot and mount DVDs, but I'd like the internal stock Apple drive to be fully functional, too.
