1) Can you use non Apple Brand DDR-SDRAM?

Yes, check out dealram.com for pricing, but buy from a vendor you trust.

2) Can you add hard drives?

You can add 1 SATA- Serial ATA without any mods. For the ultimate storage option, check out the Wiebe tech G5 Jam.
http://wiebetech.com/products/G5Jam.html It is now shipping with up to 1.6 TeraBytes of internal storage for the G5 ( for $3,499.99) or no drives for 499.99

3) Can you add new video cards?

You can replace the AGP card, or add pci video cards. The only OS X pci cards probably worth contemplating for a G5 that will allow you to use Quartz Extreme rendering engine of OS X are the 32 meg Radeon 7000 and the "soon to be shipping" 128 meg Radeon 9200

AND FINALLY-

What is the CHEAPEST way to get a NEW :

PowerMac G5 tower Dual 1.8 Ghz
1+GB RAM
125GB+ HD
Final Cut Express

Keep the credit card handy and keep an eye out on dealmac.com. Most Mac system updates are posted on dealmac between 9-10AM eastern time. If you can find one, go for a first generation Dual 1.8. The second generation (current model) is a slightly crippled model- no pci x slots, lower max ram than the first generation Dual 1.8.
