I will be getting a new G5 in the next couple of

Congratulations. A lot of us are envious.

I have a few questions about the Expandability of them.... 1) Can you use non Apple Brand DDR-SDRAM?
Sure. Unless Apple is having a memory sale, which they do periodically, third party RAM is usually cheaper. A word of caution, because OS X is so persnickety about RAM, stick with name brand RAM such as Crucial, etc..

2) Can you add hard drives?
Yes

3) Can you add new video cards?
Yes

AND FINALLY-

What is the CHEAPEST way to get a NEW :

PowerMac G5 tower Dual 1.8 Ghz
1+GB RAM
125GB+ HD
Final Cut Express
When you find out, share it with rest of us, :-) Seriously the best price on a unit like that will probably be a refurbished unit on Apple's "Specials" page. You just have to check often. Inventory is subject to availability and they may post a deal in the morning and it's gone by afternoon. Phone the 800 number to double check. Often if there are too few units, they will not list them on the web site, but they may some in stock. They will be available to phone orders.
