The usual questions:

Did the hard drive come with any OS on it?  If yes, did it boot up all
right before you "reinitialized" it?
Did you install an OS onto the hard drive right after your
"reinitialization?"  If not, why not?  What did you expect to find by
"rebooting the computer pulling the OS disk" if there was no OS on the
drive?

The symptoms as you described are insufficient for judging whether the
hard drive is dead or alive.  Did you use the Apple disk utilities to
try verification and minor repair?  Are your "Nortons" bootable CDs? 
Have you tried any other third-party disk utility programs, as
mentioned in recent relevant posts to this List?  Norton Utilities is
not generally considered as the best remedy in your situation.
