Technically SCSI devises should be attached when the machine boots.

I have used an app in OS 9 called "Mt. Everything" which is a small control panel that mounts devices. As far as I know there's no OS X app to mount a SCSI drive without a restart, maybe someone else on the list can point you to an app that works for you. You could possibly try Mt. Everything in classic mode to see if it works.

When I attach any SCSI device to my OS X Mac I just shut it down, attach the drive and boot it up. Any other method may cause problems and if you are doing back-up you don't want any possible issues at all. Anything worth backing up is worth doing it the right way.
