USB supports 127 addressable devices but power is another matter entirely. IIRC, ADB supplies a maximum of 200 mA (.2 A) to all devices. The limit of 7 devices is somewhat arbitrary.
I am pretty sure each USB port is only designed to provide power to 1 device. So if you have a bus-powered USB hub, you can't use a device that runs on bus power to that.
Each USB port is able to provide a maximum of .5 Amps at 5 Volts or 2.5Watts. That's the maximum. If you are using a bus powered hub then the hub and everything connected to it is limited to a total of .5A. Connecting a externally powered USB hub doesn't count to this .5A as the external power supply provides power for the hub and devices plugged into it.
