For those tasks, I'd go with the faster single-CPU system. What little benefit you'd get from a second CPU will be more than offset by the slower speed of the first.
A second CPU only helps you when you have an application or job mix that can actually use both CPUS; whereas a faster CPU helps you ALL THE TIME.
