what i have when i open the side panel is

The only Macs with 'side panels' are PowerMacs.

I connect and power up.
the power switch lights up and the starting music is heard.
the monitor lights turns on green and then a blinking orange.

first I'd carefully blow out the dust rhinoceroses.

It's good the startup chime is heard. This means the motherboard is happy.

It's possible that the video card has become slightly dislodged in transit.

Carefully pull and reseat the video card.

It's also possible that the monitor is getting fed a frequency that it cannot handle. Macs want to start up at 75 Hz, if your monitor doesn't do that, or doesn't do that at the resolution the system was last set to you could have a problem. Can you try a different monitor?

Try zapping the PRAM, hold command-option-p-r down while starting the machine. Keep holding until the system <bong> is heard three times. (there's a pause between each one, they're restarts of the machine)
