Others may have more comprehensive answers--but why not just drag the files from old HD to new HD? (I have often been advised to format a new HD and start from a clean slate, no matter what use is planned.) No need to install an OS unless you want to run your system from that drive, and plan to erase the old one.

BTW, I recently had to hire an Apple tech from the local authorized service and sales center. Besides fixing all my 'puter and network problems (too much and embarrassing to relate here) he told me they don't recommend using partitions with OS X, no matter how large the HD. "OS X needs a lot of room to run," he said, and he also said he never bothers with antivirus software on Macs. He said it is just not worth the time or effort for him or for customers. Interesting.
