so by your logic, attempted murder, or even considering/planning it should be treated 
the
same as an actual murder?  planning to rob a bank is the same as robbing it, even if 
plans
change in the morning?  i have a big, big problem with people being punished for things
they may have done, extrapolated from what's under way to some theoretical damage
estimated by the party that might have been injured but hasn't yet.  the local police 
in
casper are sued at least once a year for police brutality (they do seem to have serious
problems), so perhaps i'm entitled to a settlement for police brutality because it has
happened and involved others and therefore  might perhaps involve me one day?  that is
alarming logic (or lack there of).  I suppose by the same logic the x-prize should have
been awarded after the successful test firing of the rocket, or when the craft was 
built,
or when it was a glint in someone's eye at scaled composites?  there is a great 
difference
between having a capability, having a plan, having started to defraud, and actually 
having
defrauded on a larger scale.

on the other hand, the person in question probably should have faced criminal charges. 
but there's no logic to collecting damages from an incident that has not happened 
because
law enforcement prevented it.  if the police arrest a stalker before he rapes someone
would the intended victim still have the right to collect damages for what might have
happened? absolutely not, or the world becomes an incredibly illogical place, and 
everyone
gets to collect damages from everyone who's ever had a bad thought about them.

so, i have a ford explorer, i suppose i'm entitled to money because some morons can't
drive them and roll them (i've swerved around dear on the right, then dear in the left
lane, it behaves very nicely and provides more than adequate feedback to any driver who
pays attention, it's far more stable and well behaved than many pickups i've driven, 
but
it's not a small car, and can not be driven like one safely, duh) even though i've 
never
had a problem?

some mac power supplies were recalled because of a fire hazard.  by your logic any one
with one of those power supplies should be able to collect damages from apple because
their house might have burned down.  no one could do business if the law worked the way
you seem to think is logical.

$500/month is a hell of a lot of money to someone who can't get a good job now because 
of
their past.  maybe they don't deserve a good job, but they don't deserve to be punished
for what could have happened either.
