That's not a bug, it's a feature! No, honestly:
What you see is a user-account set to Simplified Finder under the Limitations tab in the Accounts control panel (hope these names are correct; I run a Norwegian system). It's a kiosk mode, that can be open to anyone - kids or strangers - with no way to change or destroy the system; hence the missing menu bar, where Finders Preferences hide (that can make HDs visible on the desktop, etc). You only get two folders in the Dock, "Programs" and "Documents". Only the allowed programs for this user appear.
But how this suddenly happened I have no idea. Yes, you need to somehow log in as Admin (or root) to change that.
