The IP is assigned to the "device" connected to your modem -- be it your computer or your NAT Router. It is not assigned to your "house".


And..
This IP is given to more than one household at the same time.

Public IPs have to be unique, otherwise the fire truck gets confused.

Private IPs only have to be unique per NAT Router. Since they're not seen (for the purposes of routing) by the outside world, the addresses are duplicated all over.

And....
These IP addys are swapped around every 12-24 hours (usually)

The public IP you receive may change often or it may be stable for long periods of time. This totally depends on your particular ISP's policies.
