I wouldn't call it greed, it is another connection, since he has his own modem, that is another IP address. I would be willing to bet that he is getting just as much bandwidth as you are.
It may be faster since he is not sharing bandwidth with you and anyone else on the other modem. You are paying for X amount of bandwidth every month and you are getting 2 times X amount of bandwidth every month. My cable modem is a 3mb down connection. I could get another one installed (I did look into it) If I did then I would have a second 3mb down connection. It would be 2 separate IP addresses. How fast is the cable connection? How fast was the wireless? Maybe he could switch to a wired connection from your original cable modem.
