I'm jumping in late on this thread, having just read through three digests.
Let's assume you have the same amount of RAM for both the dual G4 and the mini, at least 512 MB. A lot will depend on how intensive you plan to be with those few applications such as the latest Photoshop that take advantage of dual processors. If you will be spending hours, half a day at a time in those apps, then give the used dual some serious thought. For most other work and study uses, you are better off with the mini, even with the slow hard drive.
But if you see yourself becoming a Mac hobbiest, spending some of your fun money on machines, and if you want to play video intensive games, then you'll have more fun with the dual. For either choice, add up your costs for all the extras, keyboard, mouse, monitor. Then if a dual becomes available with two hard drives, that's a nice bonus for backups and configuration flexibility.
Mini comes with warranty. Old dual does not. How much risk can you stand?
