USB has more control commands and other overhead commands other than the actual data, so even though it is rated at 480 Mbit/sec, it still is 25 to 50% slower than Firewire 400. The tests I saw (don't remember when) showed a significant improvement of FW400 over USB2.0.
My assumption is that the overhead is due to USB being able to support 128 devices, I am not sure what FW can do.
There is also the fact that USB 2.0 is also supporting USB 1.1 and 1.0 speeds which might be imposing some overhead, even if you have no USB 1.x hardware connected.
